It’s gross to take pictures like this while they are trying to have a private moment with their kids. It’s not illegal but just because you can doesn’t mean you should.

Scratching my head at people thinking this could be a paparazzi photo and not very clearly someone trying to take a discrete video and these are stills from that video.

To me it’s obvious it’s not a pararazzi shot but a neighbor who took a very quick video from a car and took screenshots from it to sell them to whoever would buy.
