It's literally just how those machines work. You need a complete follow through to register a high score and that's not always desirable when fighting somebody since you want to reduce your impact moment to actually deal more damage so a trained fighter might score lower on one of these machines than somebody who doesn't actually know how to punch. The maximum force you can exert is directly proportional to your body weight and that's just physics which is fighters train their impact moment to begin with to deal maximum damage without being able to increase their maximum force possible. It's also why humans even if you could generate enough force to break a wall you'd still not be able to kool-aid man your way through a wall because the weight of the building pushing against your entire body would repel you before you broke through so you'd have to reduce the area of impact which is why you can break a wall with a sledge hammer. (even if the hammer does increase your force as well)
All that is to say the "number 1" definitely isn't the hardest hitting punch of the lot despite scoring the highest.
