It sounds like she’s trying to catch the ferals and spay or neuter them. I have a bunch of cat traps so any that come in the yard get taken to the shelter. Those that can be rehabbed are sent to cat rescue groups. Feral cats are terribly destructive for native wildlife populations. So good for her.
