I feel like if they could do this as a flash back event that no one remembers, it could work and explain where all the mutants are. Then they could have an event to undo it, causing the mutants to be every where.
Sadly I think they've decided to just add mutants without this idea.
This only works if this is why mutants don't exist on Earth-199999, but even then it wouldn't make much sense.
