Chill cop, but nope. As a LEO myself, that's an unlawful detention. Unless this individual was INVOLVED in the accident, he is not required by law to give his information, make a statement, or remain at the scene of an accident after calling for and awaiting the arrival of emergency services.
You do not have to leave a statement as a civilian and as an American if you call 911 you can just report that you contacted them and you’re not there to stay
