Have you people seen the fake masks you can get online? Without any licencing or anything? Wild stuff. The CIA level stuff from the 90s you can sometimes get in general costume or makeup places today. The wild stuff available is almost unbelievable sometimes. Then you look at modern day CIA level disguises (well what little leaked info we know and what is speculation) is even more crazy.
Or hell great example that's been going around the Internet, can't remember the movie name but it's some Asian spy type movie and there's a scene where a guy is running from a group after his job completion, and he changes into like 10 distinctly different looking people at a moment's notice. Man or women, young or old. Able or disabled. Takes him like 2-5 seconds to change clothes depending on what and how he switches.
Fun fact, did you know perps have escaped cops because of male stripper pants. Or the variety of magicians clothing too. Those things are often just magnetic, can clip an entire outfit (shirt+pants at least) that you can pull off with 1 motion. And usually thin enough for multiple layers.
