This refers to the Kings Speech, written by the UK Gov and laying out plans for the coming year in Parliament.
king Charles was actually announcing the UK Governments plans to put forward a bill to ban conversion therapy. It will have to go through the normal legislative process before becoming law.

The British Government is against conversion therapy. That’s huge! And considering that Charles is also head of the Anglican Church, it is likely that the government consulted with him about adding this in
