Ok so, the "Europe stairs" is a specific kind of stair that you're meant to walk sideways on. Originally meant for servants to keep them out of view, the stairs were known to break the ankles of less skillful servants whod then be fired and replaced
The last one probably the safest way I can think of the person going down them with heels, is backwards. That way they can top toe down with their heals mostly in the air.
