JAKARTA – The Japanese government has begun discussing legal protection against the unauthorized use of celebrity voices and appearances. The move comes after more than 43,000 images and videos allegedly using the identities of public figures were created with artificial intelligence.

    Kyodo News in its report, quoted on Monday, July 13, said that the Japanese Ministry of Justice submitted an initial draft to an expert panel on Monday. The proposal includes protecting the voice of public figures through the “right not to be used arbitrarily”.

    The panel also recommended that the right to publicity be expanded to include voice. The right to publicity is the right of a person to control the use of the commercial value of his or her name, face, appearance, or identity.

    Japan currently has no law that specifically protects a person from the use of his voice without permission. The court has also never set a clear limit to determine the violation in such cases.

    The guidelines drafted to clarify the sound protection are expected to be approved without objection. The discussion is aimed at curbing the spread of fake videos created with AI.

    The Japan Publicity Rights Protection Organization stated that more than 43,000 images and videos allegedly used the appearance or voice of celebrities and Japanese voice actors without consent.

    The data covers a period of about two months since June last year.

    The economic loss for celebrities and other rights holders is estimated at 2 billion yen to 4.5 billion yen. The lower limit is equivalent to around 12 million US dollars.

    The estimate is calculated based on the rate of using someone’s face and voice, as well as the value of the advertisement generated from the number of views.
