Look at it like this. Simplify the race into 2 parts. A long part and a short part. If the long part is run first it will be at the higher speed and the short part will be run at the slower speed. Obviously that will take less time than running the short part at higher speed and the long part at a slower speed
Assuming runners with the same higher and slower speeds then it can be proven mathematically that running the long part first shortens the time
