For those Europeans wondering why myself and my fellow Americans American't drink in public, it is to decrease the rate of public intoxication, aggressive behavior, litter, bottle gangs, and vagrants. You also can't have any open containers of alcohol in public for the same reason.
However, some cities allow you to drink in public as long as it meets certain regulations (such as certain containers or in certain districts). Exceptions to these laws preventing alcohol in public are events were alcohol is allowed, specified districts, and private businesses that have proper licensing.
The reason most Americans know to "brown bag" alcohol is because it has been the social norm since the 1920's (The Prohibition Era) when manufacturing, selling, and transporting alcohol was banned (and repealed in the 1930's, though some counties chose to remain "dry"), even though drinking in public wouldn't be banned by individual cities until the 1950's and most cities wouldn't follow suit until the 1970's. In the 70's our Federal Government recommended decriminalizing public intoxication and reclassify it as a public health issue, so many cities changed to banning open alcohol containers. However, in the 1990's the Federal Government required all states to prevent open alcohol containers in vehicles (or face reduction in federal highway road funding) which pretty much caused the bans until the 2010's when cities started reversing the bans in certain districts to increase tax revenue.
I mean… this is "brown bag" kind of stuff. It's illegal to drink alcohol out in the open. But it's ok if it's in a brown paper bag. Because the paper bag hides the fact that it's alcohol. Everyone knows it's alcohol, but the cops don't have a clear reason to stop you for a check.
Same here, everyone will most likely assume that it's weekend water. But w/o proof, they can't stop you for it.
The police officer is basically saying as long as you don't appear to be intoxicated or smell like straight alcohol then you can absolutely get away with drinking from your coat in public up until a point. Once you show signs of obvious intoxication and/or the police were able to walk by and smell the alcohol on your person that would give them grounds to detain you and investigate what is in the jacket. User discretion is advised with this one but totally legal until you get caught just like anything else that breaks the law!!

Its such a fever dream seeing places like the land of the free where things like this is way more enforced whilst in most places in the land of the blighty (england) its perfectly acceptable ( in general moderation) depending where you are. (of course this is a bit out-there for the memes but even this would be mostly met with chill cops as long as your chill too)
of course 7pm having a cheeky can to 5am on the park bench with a wine bottle is of course sometimes gonna get different reactions
then again theres no law for legal drinking age at a residence under supervision ( technically there is (5y/o))
