This is ridiculous, but having not watched the show, here's my take.
The explanation the husband gave is that due to tightly coiled hair, it's not very hospitable for lice. Considering the lack of education around this time about this particular topic, assuming she took her husband's word for it, Coral's hair is relaxed or straightened. Currently done, using that logic, her hair may be more coarse in texture but does not follow the reasoning he gave due to lacking its usual curl pattern.
Additionally, she did PROMISE to use the shampoo according to this clip, and then proceeded not to do so. She did violate her trust as her nanny, as someone caring for her child, race has nothing to do with that and is only applicable to the prior point. If she wasn't willing to wash her hair over a genuine concern the mother posed, she should have been transparent about that refusal.
The one point I have against the mother is the fact she forced her to choose to have her hair manually washed instead of doing so herself, but at this point rather than offering that choice at all, she could have fired her on the spot for her prior negligence. On the flip side of this same coin, however, Coral was well within her right to simply refuse and have the exact same outcome. (She is a human being, employee or not she is owed her own autonomy.)
The turn of events was wrong but the simple answer is either she should have fired her immediately or the nanny should have quit, having someone else come to the house afterwards as if she isn't an adult able to speak for herself is a bit ridiculous. It isn't as if she didn't feel safe there.
Reminds me when I was living in a sober house and someone brought lice in. They ridiculed the person that had lice and were screaming and made people shave their heads and wash their hair everyday for a week
