I have seen footage of judges telling people to leave court and come back another day fully covered. There is a required courtroom demeanor and dress code in every courtroom.

I worked in a courthouse for 41 years in the court room and in the office and believe me the way you dress is very important. It shows respect I’ve seen many defendants being thrown out of court for improper dress. They’re not attending a rock concert they’re going to court

The lack of full cover of the chest is probably the biggest issue. There's something called blouses that would help cover up under the jacket.
