As a Danish person: Taxes are great! They're the reason we have free education and healthcare.
Fun fact: In Malaysia if you win a lottery the windfall tax doesn't apply so you get the full amount.
Paying less taxes makes no sense in this scenario, since you're losing money overtime it doesn't get corrected or paid with interest. Even if you get taxed in 70% if you choose to get the money today, it'll be better than receiving monthly installments for the course of 30 years.
What if I were to pass a way before I’ve received all of my money? Can I put it in a will that someone else can get the rest?

I would keep quiet and consider annuity. Depending on how much won, I would ask for a body guard until I move into a gated community with a garden loving HOA that's also cool with water gardens and riding on horseback. Because I want a pony.
If you die before that annuity is paid, the government just keeps it. Lottery can’t be willed away.
